One of the key NPCs for the Winterfest quests is Noir, a character stationed on the top floor of a building at Seaport City. On paper, it is a simple quest, players need to talk to Noir for various parts of the quest to progress. But due to these campers, it has become nearly impossible to complete quests without frustration.

Fortnite’s Winterfest event is supposed to be a fun, festive experience where players can enjoy seasonal challenges, and unlock exclusive rewards. However, for many players, what should have been a lighthearted, easy-going event has turned into a nightmare because of the camper issue.

At the heart of the issue is the NPC Noir, who is essential to completing multiple event challenges and quests. Players need to approach and talk to him at Seaport City to interact and progress in their quests.

However, due to the high demand for this interaction, campers are sitting on the building’s top floor (where the NPC is located), waiting for unsuspecting players to approach. Rather than focusing on the event’s intended fun objectives, these players have opted to disrupt the experience, ruining the experience for others.

What was meant to be a simple and fun seasonal questline has now become a stressful, repetitive cycle of dying to players who have no interest in completing the quest themselves. They are only there to stop others from doing so.

While the widespread frustration among players is clear and justified, the reality is that camping doesn’t technically violate any official rules in Fortnite or any other game. There’s no hard and fast rule against players positioning themselves in high-traffic areas.

Although it’s not illegal, this type of behavior falls into a sort of unwritten rulebook of gaming etiquette. In most games, there exists an unspoken agreement about how players should behave, for example, no tea-bagging (in multiplayer games), or if you see a dog or cat, everything can wait while you try to pet it.

The issue arises when some players willingly ignore the unwritten rule of fair play. For them, camping NPCs at Seaport City isn’t just a strategy, it’s a chance to rack up easy eliminations, interfere with others’ progress, and extract enjoyment from making other players’ experiences miserable.

Whether or not Epic Games will step in to address this issue remains to be seen, but one thing is for sure: if this behavior continues, it will only drive more players away from what should be a festive and fun event.
