If the player chose to save Treviso over Minrathous, The chaotic state of Neve's city will lead her to accept the deal, regardless of what players chose as a response. This effectively locks her onto a path of working with the Threads.

Does Not Affect Neve's Hero of the Veilguard Choice
Note that choosing either option does not affect the player's ability to make a decision during Neve's Hero of the Veilguard choice in The Returned Cultist Case companion quest. Saving Treviso instead makes this quest appear as a part of the main story, wherein Neve will automatically accept the deal.
